The GH actions cache go modules step is throwing a lot of 'file exists' errors.
In digging into why, I stumbled across the docs for the setup-go action, which can be configured to cache out of the box. Simplest solution appears to be to just use that.
Might as well bump versions of other actions where applicable also.
