Add Vietnamese Language

What: Added Vietnamese language support to MedusaJS by updating language files.
Why: To make MedusaJS more accessible to Vietnamese users and expand its global reach.
How: Updated/added vi.json in the locales directory and tested locally.
Testing: Ran a local test project with npx create-medusa-app@latest and verified Vietnamese translations work as expected.
