[Rgen] Add flags to use plain strings during the marshalling. #22116

Allow to use plain string when marshalling. This is not a very commong scenarion but we need to be prepared in case our custoemrs do use it.

it would make sense to use the same bit value for the same flag at some point

yep, atm is more of a work in progress so flags are a mismatch. I should coordinate them at some point. Issue is that bgen used to have 35 attrs, so I am cleaning along the way..

HasFlag used to have some perf implication, I think they fixed that (?)
alternative is => value & flag == flag
