Add a public 'CompileImageAssetsDependsOn' property, so that MAUI can inject tasks that
must be completed before we compile image assets:

	<CompileImageAssetsDependsOn>
		$(CompileImageAssetsDependsOn);
		ResizetizeCollectItems;
	</CompileImageAssetsDependsOn>
</PropertyGroup>

Fixes #16065.
