Upgrade ng13

Upgrade the repo to angular 13.
Most changes were made via the ng upgrade migrations that were run.
I also replaced tslint with eslint, as tslint is deprecated and the lint architects are removed via the migrations.

The other changes I made manually were:

• included @types/estree to fix and issue when attempting to serve the demo app. I believe this is related to the @angular-eslint version and the typescript version not being fully compatible. Once @angular-eslint release a version that officially supports ng13.3.0 and typescript 4.6.x then I believe this would not be necessary anymore.
• fixed some incorrect paths with regards to test architects.
• added some missing test config files
