配置 SVGO 插件，将 Path.d、Transform、属性值的精度保留到 4 位，避免不同设备出现的精度不一致问题

已知问题：

SVGO convertPathData.forceAbsolutePath 不生效，会强制使用相对坐标/绝对坐标长度较短的一个
