This PR updates GRIB 1 and 2 tables from NCEP, WMO, and ECMWF. The ECMWF tables are now pulled from the
ecCodespackage; formally they were pulled fromgrib-api. Bothgrib-apiandecCodesare packages produced by EMCWF.grib-apiis deprecated in light ofecCodes, so now we use the latter as our source.It appears that there were no major changes to existing codes (simple typos, removed some spaces, etc.), and only a handful of new codes have been added.
