Refactoring runReducer to reduce number of passed arguments #279

Adjusts runReducer so that the helper functions are in a where block. This allows fewer arguments to be passed between functions, which both simplifies the code and give a (slight) performance bump.

Also removes some bang patterns from interface, as these had a large time cost even when not using NRPCs.
