WSO2 APIManager (v4.1.0) response code 404 after publishing new APIs (needs restart)

Description

I published new service on WSO2, then I do Subscriptions on DevPortal and do API testing on DevPortal then I get 404 - Not found API error: Carbon log: "Error:404 / Message dispatched to the main sequence. Invalid URL., RESOURCE = /internal/***, HEALTH CHECK URL"

In case if I restart wso2 apim, the API works normally, no more 404 error code

Steps to Reproduce

Delete the Application and publish a new API
Dupplicate adds a new API with the same information as Application before.
