Allow large hitcircle sprites if flashlight and similar mods are disabled

I have a skin that adds a fullscreen crosshair to all hitcircles that lets me try to read by looking at the rectangles these crosshairs form with each other, but it doesn't work in lazer.

I don't believe this will be supported, from a game balance perspective.
