Enhance the speed of creating a large number of dispatchers

When upstream is exists a large number of tables, the cdc can create a large number of dispatcher very fast.

While, if the upstream creates the tables and writes the data in the same time, the speed of creating dispatchers is slow(such as 1000/min)
