I ran a few sample images through a build and this one from my iPhone 13 Pro didn't come out rotated. Mac OS rotates when I preview it. Not sure if there's some exif you need to honor for it. Original image is attached. If that doesn't work right for you, let me know and I can get you an original file somehow.
