set blockletter option for se reports

According to the guidelines se work term reports should have the introduction letter in block format. Currently the user has to specify the se and blockletter options inorder to meet the guidelines.

I propose that setting the se option alone should also set the blockletter option.

I'm not sure on how to do this but I think it is a worthwhile feature to add.

That's a good point. I'm not sure how to do this either, but after skimming through the other guidelines, it seems the letter format is essentially the same.

So I'll probably just eliminate the blockletter and modifiedletter options completely. This would only affect people who used the class in the last 24 hours, seeing as the options never actually worked before...
