Minor correction to FES2022 readme.

In section 3 of the readme (https://github.com/kvos/CoastSat/blob/master/doc/FES2022_setup.md), part of the testing says to enter command:

handlers = pyfes.load_config(config)

Should be:

handlers = pyfes.load_config(filepath)

as config is not defined.
