We are currently using Sinon version 17.0.2 in our package, which has been deprecated. We attempted to upgrade to a newer version in this PR, but encountered issues due to the lack of ICU support in our mobile Node builds.

As noted by @tcobbs-bentley in the PR, we should discuss whether adding ICU support to our mobile builds is the right approach moving forward.

@tcobbs-bentley @aruniverse , please feel free to add any additional details on this issue.
