A significant percentage of the screen real-estate taken up by blue "information" blocks.

This level of "over emphasis" reduces the effectiveness of emphasis when it is required. Because here we are emphasising/calling out >50% of the content that is first visible on the page. Instead, we should reserve emphasis for situations when it clearly serves a purpose in drawing attention to something.
