Possible memory leak in TCPListener ?

I am running jradius server with FreeRadius rlm, and both the ends are configured to use keepAlive.
we are noticing a grow in the net.jradius.server.TCPListener#keepAliveListeners List up to 94k entries totaling around 800MB of heap size which finally cause OOM and crash.
in the hrpof it is shown clearly.

my question is, is it a real issue, or a case of misconfiguration.
