[Flatpak] Opening the app does not restore the app window when minimized to tray

Describe the Bug

When the app is minimized to tray, opening it doesn't restore the app window. You must open it from the tray icon.

Steps to Reproduce

1. Launch Cider.
2. Ctrl + ,, enable Close to Tray.
3. Close Cider.
4. Launch Cider, close to Tray.
5. Launch Cider through desktop file or command line.
