Support for multiple opened levels #1344

Allow for multiple levels to be open at once and for user to switch between them.

This will require support in all of the property windows as well as the viewer.

Diff window will also need to interact with this system.

Switching between levels could be done using an improved level info bar or via the property window tabs.
