tzdata fails to install, missing file_contexts #3

Resolved simply with.

cp -rv /file_contexts /system/debian/
apt-get install --fix-broken
dpkg-reconfigure tzdata

not sure how to modify the android userspace or chroot env to solve this cp requirement
