Add Variable for Timestamp of Maximum Water Level (tmax_zs)

Currently, SFINCS provides the variable zsmax to track the maximum water level during a simulation. However, there is no corresponding variable to store the time at which this maximum water level occurs. Adding this feature would enhance the model's output, allowing for better analysis of peak water levels in flood simulations.
